Construction is underway on a new $65.8 million wastewater reclamation facility in Winter Springs, marking a major step in the city’s effort to replace aging infrastructure that has been the subject of years of resident concerns and state regulatory attention.
The city held a groundbreaking ceremony this week for the East Wastewater Reclamation Facility, a project designed to replace the existing east plant and improve wastewater treatment capacity and reliability. Construction is being led by The project was approved with a guaranteed maximum price of $65.9 million, including contingency costs. The city had estimated $50 million to $60 million in 2023, but rising construction costs and higher prices for materials such as steel, concrete and piping increased the budget.
The new facility comes after years of challenges with the city’s wastewater system, including a January 2021 reclaimed water spill.
The city’s wastewater system includes two treatment facilities and the east facility is more than 50 years old.
City officials said the new facility will provide a long-term solution.
The East Wastewater Reclamation Facility is scheduled for completion in November 2028. Following completion of the east facility, the city plans to begin work on replacing its West Wastewater Treatment Facility.
